Este trabajo caracteriza la seguridad como un Derecho Fundamental derivado de una concesión normativa que confiere condiciones materiales y morales que aseguran la dignidad, la supervivencia y la autodeterminación de los sujetos. Se delimitó el concepto de seguridad como la protección de las personas a partir de un contenido ético asociado a la garantía de la libertad. Mediante una metodología cualitativa y método hermenéutico, se analizaron instrumentos internacionales, la Constitución Política de Colombia de 1991 y sentencias de la Corte Constitucional colombiana. Se concluye que la seguridad es un Derecho Fundamental porque existen declaraciones nacionales e internacionales que lo protegen y concesiones derivadas de la Constitución Política y sentencias que la conciben como un valor constitucional, un derecho colectivo y un derecho individual. Por tanto, la seguridad es un Derecho Fundamental asociado a la dignidad, la supervivencia y al desarrollo de la libertad de las personas.
