The article proposes the analysis of a ruling issued by the High Chamber of the Electoral Tribunal of the Federal Judiciary that determined that the holders of the executive powers of the three levels of government (President, Governor and Mayor), cannot carry out demonstrations and opinions, during the electoral campaign, that could generate inequity in the electoral contest.
